WebAs far as I know the only way to get to Phongsali is either by boat, or by taking a bus to Oudomxai, and then take the bus to Phongsali - potentially you would need to stay overnight in Oudomxai. I heard similar stories about the boat. So either try to get a group together, or you have to pay a bit more per person. I think it could be worthwhile.
